Dear Sir:

Three Mile Island Nuc1 car Station, Unit 1 (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 In-Containment Radiation Monitors (NUREC 0737 II.F.1.3)

This letter is written to inform you of our intent to install two safety grade, high range, containment radiation monitors (Victorcen No. 877) on top of the D-rings on each side of the fuel transfer (See figure 1).

The monitors will be separated by approximately 30 feet, and the conduit will be routed to maintain separation to penetration #311 and #202 at elevation 294 ft. (the circular are distance between the two penetrations is approxi-mately 12 feet).

The mounting of the monitors directs the detectors' sensitive volume toward the dome and allows f ree air volume radiation to impinge upon the detector from the top and sides without excessive shielding from internal containment structures.

Additionally, the location is superior to dome mounting when considering noble gas (heavier than air) should stratification occur, and provides reasonable accessibility for replacement, maintenance or calibration.

Finally, the monitors will be able to account for assymetric effects of radiation from the Reactor Coolant System.

Resolution of this item (2.1.8.b.3) of t'~e SER (NUREG 0680) concerning separation is now considered complete.

Sincerely, H. D. I kill Director
