Docket 99900505/81-02 NOTICE OF NONCONFORMANCE Based on the results of an NRC inspection conducted on April 21-24, 1981, it appeared that certain of your activities were not conducted in full conformance with NRC requirements as indicated below:
Criterion V of Appendix B to 10 CFR Part 50 states:
" Activities affectirg quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished."
Identified nonconformances are as follows:

Procedure E-7, Processing Drawings for Review and Approval, and Procedure E-77, Selection, Identification and Documentation of Design Inputs, respectively state in part:
"The criteria shall be put in writing, or in the form of sketches, schematics, one-line diagrams, calculations, etc., signed by the Lead Discipline Engineer and signed, where required, by the Design Group Supervisor (Electrical, Mechanical-Nuclear, HVAC and I&C Departments)...,
and approved by the Supervising Engineer prior to verification (checking) of the design...."
"The design inputs generated by the Lead Discipline Engineer (or equivalent title) shall be documented on a form similar to the attachment and then reviewed and approved by responsible Supervising Engineer..
Contrary to the above, design criteria were not being documented and approved as required, and design inputs were not being documented on the required forms, for two projects in the Instrument and Control Department.

B.
Procedure E-7, Processing Drawings for Review and Approval, states in part:
. When comments are resolved, all Lead Discipline Engineers (LDEs) that reviewed the list shall sign a routing sheet indicating acceptance of the Drawing Review List.
The Project Engineer upon receipt of all Lead Engineers signatures shall sign the cover sheet of the Document Review List for Drawings for the Engineering disciplines..

Contrary to the above, the Project Engineer for the WPPSS 3/5 Project signed the document review list prior to the receipt of all Lead Engineers signa-tures.
Also, the comments from one department were not fully resolved prior to approval as required.
Project corrective action was taken during this inspection.
Therefore, no further response relative to the WPPSS 3/5 project corrective action will be required.
However, the generic corrective and preventive action should be addressed.
