Docket No. 50-341 (As a. result of the inspection _ conducted en June 23-26, 1981, and~in
,f f accordance withL the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980); the following' violation was identified:
10 CFR;50,-Appendix B,l Criterion-II, states'in part that the Quality-Assurance-Programishall be carried outthrough out plant life, in accordance with policies,' procedures, or instructions; The 'Enrico. Fermi Unit-2 Quality Assurance Manual, Section 1.0.1 states in part that it)is Edison's Policy to implement a Quality Assurance Program, 'either directly or through.its vendors and contractors to meet the applicable requirements of. Appendix B, of-10 CFR 50.
'The Enrico Fermi Unit 2 Quality Assurance Manual further states in Section:1.3.3 " Edison's project procedures manual includes the detailed
. procedures for the performance of' quality-related activities by the PMO participating contractors and Edison departments, other than quality assurance."
Additionally, Section 1.3.6.4 of the Quality Assurance Manual states
'"Each organization that implements a QA' program is required to have procedures for the preparation, review, approval and control of QA program documents and to'similarly control changes to such documents."
t Contrary. to the above, the project procedures manual has not been main-tained up to date with current forms and practices in that Exhibit B.3-1 of Section 3, Configuration Control, has obsolete sections on the approvals required and the flow pattern for submittal and disposition of: Record
'(as-built), (DCR) Design Change Request (s), (DCN) Design Change Notice (s),
and (FMR) Field Mo'dification Request forms compared' to the A402.1 (12-80) form currently in-use.
'This is a Severity Level V violation (Supplement II).
