Dear Mr. Hartman:
This is in further response to your letter dated April 6,1981, in which you requested, pursuant to the Freedom of Infonnation Act, eight (8) categories of documents regarding the Comission's May 23, 1980 Memorandum and Order (CLI-80-21).

-being withheld from public-disclosure pursuant to Exemption (5) of the Freedom of_Information Act (5 U.S.C. 552(b)(5)) and 10 CFR 9.5(a)(5).
Pursuant to-10 CFR 9.15 of the Comission's regulations, it has been determined that the. information withheld is exempt from production or disclosure and that its production or disclosure is contrary to the public interest. The person responsible for this denial is Mr. Samual J. Chilk, Secretary of-the Comission.
This denial may be appealed to the Comission within 30 days from the receipt of this letter. Any such appeal must be in writing, addressed to the Secretary of the Comission, U.S. Nuclear Regulatory Commission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision."

Dear Mr. Felton:
Pursuant to the Freedom of Information Act (5 U.S.C.
S552) and NRC Regulations (10 C.F.R. Part 9), Debevoise &
Liberman requests copies of all documents orepared by the NRC, its Staff and Consultants relative to the following:
1.
The organizational structure and relationship of all NRC offices, divisions, branches, taak groups, working groups and/or any ad hoc staff units frcm January 1, 1980 until the present -hich have worked on the preparation and implementation of the Commission's May 23, 1980 Memorandum and Order (CLI-80-21) concerning the environmental qualification of Class IE equipment.
2.
Any contractors, national laboratories, indepen-dent testing laboratories and/or other consultants contracted by the NRC in connection with preoaration and implementation of the Commission's May 23, 1980 Memorandum and Order (CLI-80-21) concerning the environmental qualification of Class IE equip-ment, including all contracting documents, specifications, requests for proposal, scope of specification and all letters and/or other documents modifying same.
3.
Confirmatory research and/or testing of the per-formance of safety related electrical equipment in harsh and/
or mild environment, including all SECY documents, requests for proposal, contracting documents, scope of specifications and all letters and/or other documents modifying same.
4.
Confirmatory or other testing by Sandia Laboratories referenced in Harold Denton's March 19, 1980 letter to Carl Walski, including but not limited to contract specifications for such testing, staff review and analysis of such testing and NRC actions taken as a result of such testing.

-mental Impact Statement, pursuant to Section 102 (2) (c) of the National Environmental Policy Act, if multiple shutdown of power reactors result from the issuance of any NRC rule, order and/or Commission memorandum and order including but not limited to documents prepared by the Office of the l'xecutive Legal Director ("OELD") (See Memorandum to Harold R.
Denton from Richard H.
Vollmenr, dated July 18, 1980, at page 2).

Any OELD advice concerning whether an Environ-mental-Impact Statement must be prepared pursuant to Section 102 (2) (c) of the National Environmental Policy Act on the
. Commission's May 23, 1980 Memorandum and Order (CLI-80-21) concerning the Environmental Qualification of Class IE
. equipment.
