This is in response to your letter dated July 1,1981, which transmitted copies of AI-74-44 Supplement 4, entitled "Special Nuclear Material control Program for SEFOR Fuel Decladding."

We have oetennined that approving the proposed procedures described in

'this supplement will not endanger the common defense and security and that it is otherwise in the public interest to do so. Therefore, effective immediately, we are revising License condition 5.3 and adding License Condition 6.5 to Amendment No.' MPP-1 to your License No. SNM-21, which read as follows:

5.3 For the SEFOR Fuel ~ decladding activities, the licensee shall follow the Material Control and Accounting Plan entitled, "Special Nuclear Material Control Program for SEFOR Fuel Decladding," AI-74-44, Supplement 4 dated June 30, 1981 6.5 Notwithstanding 10 CFR 70.54 which requires the completion and distribution of a DOE /HRC Form-741 for each transfer of special nuclear material, the licensee shall follow Section 4.2.1 of the Plan identified in License Condition 5.3.

We have determined that the attachment to your letter dated July 1,1981 Accordingly, contains 'informatien of a typ(e specified in 10 CFR 2.790(d).

pursuant to Section 2.790(d) 1), such infonnation is deemed to be consercial'or financial information within the meaning of 10 CFR 9.5(a)(4)

'and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
