Dear Mr. Eisenhut:
On June 19, 1981, CEI forwarded to URC the Control of Heavy Loads Study in response to your letters dated December 22, 1980 and February 3, 1981.
The additional analyses required by Sections 2.2 and 2.3 of Enclosure 3 to your letters concerning a load drop in the vicinity of spent fuel or components required for safe reactor shutdown and decay heat removal have been completed. The results demonstrate that the esthaated consequences of such a drop do not exceed the limits set by the evaluation criteria of NUREG 0612, Section 5.1
'Ihe Perry Nuclear Power Plant Control of Heavy Lcels Study has been revised to reflect this additional analysis. Three copies of this Revision 1 to this study are enclosed.
Appropriate procedures for administrative controls for handling heavy loads, crane inspection, testing and maintenance, as well as operator qualification, are being developed following the guidelines in NUREG-0612, and will be implemented as required.
