REQUEST FOR LICENSE AMENDMENT -

RPIS REED SWITCH OPERABILITY

Dear Mr. Ippolito:

Summary In accordance with the Code of Federal Regulations, Title 10, Section 50.90 and Section 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications for its Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2. This change is to revise the requirement for the reportability of inoperable reed switches in the Rod Position Indication System (RPIS) and reduce the number of routine Licensee Event Reports.

I Discussion The Rod Position Indication System reed switches provide control board indication of control rod position. The switches are quite reliable but since there are 7261 switches in each unit, failures are occasionally experienced. When an inoperable reed switch is encountered, it is simple to determine the actual rod position by temporarily checking the reed switches on either side or by moving the rod to a new position which has an operable switch. Either of these options is permissible by the current specification and operations may continue and the mode switch may be changed as necessary for plant operations, t The dif ficulty with the current specification is that a dispropor-tionate amount of both utility and NRC manpower must be spent to prepare and review Licensee Event Reports (LER's) on these reed switches. l inoperabic reed switch and thus there is no impact from this change on the i public health and safety. The placement and wording of the new specification paragraph ensures that the plant mechanisms for identifying and responding

to equipment problems are not affected. Also, the reporting exemption is I limited to the normal position indicators only and does not apply to the

" Full-in" or " Full out" indications. .

t Approval of this request would prevent both utility and NRC 3 personnel from spending valuable time on these reports. A review of l Brunswick records from 1979 through mid-1981 has shown that the Rod r Position Indication System has been responsible for 7% of all LER's.

Clearly, too much manpower has been involved in reporting these events I which have no safety significance.
