Dear Mr. Ippolito:

Mr. D. G. Eisenhut's letter dated December 22, 1980 was trans-mitted to all licensees, and it requested information concerning control of heavy loads via several enclosures. This letter was. received at Carolina Power & Light Company (CP&L) several times, and, because of the confusing nature of the enclosures, they were discussed with NRR staff earlier this year and guidance was given to CP&L staff regarding which questions to answer for each type (BWR and PWR) of plant. This confusion was again discussed with your staff in a telephone call on September 2, 1981.

During the call, it was discovered that the letters and enclosures were identical except for parts of Enclosure 3; one was for PWRs and one was for BWRs although there was no identification to point this out.

The PWR has been used in the efforts for both our Brunswick and Robinson plants. As a result, one omitted BWR item can not be completed by the requested date of September 22, 1981.

The recently-identified item for Brunswick will require four to six weeks to complete.

In order to make a clear, complete submittal, CP&L prefers to transmit the entire Brunswick report to NRC in early November, 1981.

Please advise us if you have any questions regarding this revised schedule.
