This refers to the inspection conducted by Messrs. J. I. Tapia ano R. E. Hall
of our staff during the period June 29-July 2,1981, of activities authorized

by NRC Construction Pennits CPPR-128 and CPPR-129 for the South Texas Project,
Units 1 and 2, and to the discussion of our findings with Mr, J. H. Goldberg
and other members of your staff at the conclusion of the inspection.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report. Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews
with perscnnel, and observations by the inspectors.

Within the scope of the inspection, no violations or deviations were

identified.
We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified

in paragraph 2 of the enclosed report.

In accordace with 10 CFR 2.790 of the Connission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC's

Public Document Room. If this report contains any information that you
believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary

that you (6) notify this office by telephone within 10 days from the date of
this letter of your intention to file a request for withhc1 ding; and (b) sub-

of the reasons on the basis which it is claimed that the information should be
