Gentlemen:

This refers to the meeting held on August 19, 1981, at the Region III

office in Glen Ellyn, Illinois by A. B. Davis and others of this office

'

with H. R. Sager and others representing CG&E. The purposes of the

meeting were (1) to discuss CG&E plans to bring in an expertenced nuclear

maintenance contractor (Catalytic, Int.) to perform selected Engineering

Change Requests, punchlist items, and maintenance and (2) to request

partial relief from the 100% reinspection of all QC inspections performed

by contractors that is required by the NRC's Immediate Action Letter of

April 8, 1981.

The subjects discussed during the meeting are included in the Office of

Inspection and Enforcement Meeting Report which is enclosed with this

letter. As indicated in the report, Region III agreed with CG&E's plan

of action to monitor and control the work of Catalytic, Inc. and granted

the requested partial relief from the 100% reinspection requirement of

the April 8 Immediate Action Letter.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC's

i'ablic Document Room.

If this report contains any information that you or

your contractors believe to be exempt from disclosure under 10 CFR 9.5(a)(4),

it is necessary that you (a) notify this office by telephone within seven (7)

days from the date of this letter of your intention to file a request for

withholding; and (b) submit within twenty-five (25) days from the date of

this letter a written application to this office to withhold such infor-

mation. Section 2.790(b)(1) requires that any such application must be

accompanied by an affidavit executed by the owner of the information which

identifies the document or part unght to be withheld, and which contains

a full statement of the reasons which are the bases fer the claim that the

information should be withheld from public disclosure. This section further

requires the statement to address with specificity the c>nsiderations listed

in 10 CFR 2.790(b)(4). The information sought to be withheld shall be

incorporated as far as possible into a separate part of the affidavit.

If

we do not hear from you in this regard within the specified periods noted

above, a copy of this letter and the enclosed inspection report will be

placed in the Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
