This refers to the inspection conducted by Mr. L. D. Gilbert of our staff
during the period August 17-20, 1981, of activities authorized by NRC
Construction Permits No. CPPR-128 and CPPR-129 for South Texas Project, Unit:
1
No. I and 2, and to the discussion of our findings with Mr. R. Deutschman and
other members of your staff at the conclusion of the inspection.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report. Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews
with personnel, and observations by the inspector.

Durins this inspection, it was found that certain of your activities were
i
not conducted in full compliance with NRC requirements. Consequently, you
are mquired to respond to this matter, in writing, in accordance with the
, .
provisions of Section 2.201 of the NRC's "F.ules of Practice," Part 2,
Title 10 Code of Feoeral Regulations. Your response should be based on
the specifics contained in the Notice of Violation attached to this letter.
One new unresolved item is identified in paragraph 3.b of the enclosed
report.
