The ACRS Subcommittee on Advanced Reactors met at the Royal Court Inn,.

x/,

v' Des Plaines, Illinois on April 2,1981 to discuss matters relating to the ;.

development of LMFBR safety design criterie, especially with regards to the French progra.

No written statements or requests for time to make oral statements from members of the public have been received.

Handouts received at the meeting are attached to the Office Copy of these minutes.

In order to protect foreign proprietary information, it was necessary to close that portion of the meeting that discussed information relating to the foreign LMFBR safety design criteria.

The meeting was closed in accordance with the Government in the Sunshine Act Exemption (4).

Mr. E. Igne was Designated Federal Employee for the meeting.

Dr. M. Carbon stated that the primary purpose was to learn from Mr. C. P. Zaleski what the French are doing in the way of safety design criteria. Mr. Zaleski spent some time during the last six weeks to prepare for this meeting including making a trip to France to assemble reore information. Mr. Zaleski's presenta-tions covered (1) safety design criteria of LMFBRs used in France, (2) how these criteria are met, and (3) his own views of the safety design criteria and the problems encountered in its implementation.

Mr. Zaleski stated that some infomation that he will present at this meeting contain confidential matters provided by the French authorities which are for use by the NRC and ACRS and its consultants in connection solely for NRC and ACRS affairs.

Mr. Zaleski's presentation was based on his report entitled, " Safety Design Criteria for LMFBRs" of which a copy was given to the ACRS on the day of this meeting. The report has four sections:

Introduction, Safety Design Criteria for Super Phenix, Safety Design Criteria for Pre-Commercial French LMFBRs

("1500"), and Conclusion. The section on the Pre-Commercial French LMFBRs is where most of the confidential,infnrmation is located because the criteria in this section are not firm and still under discussion.

The development of LMFBRs in France started during the mid-50's.

The sig-nificant milestones of the development are: Rapsodie, a 40 MWt experimental reactor which first operated in 1967; Phenix, a 250 MWe demonstration power plant which first operated in 1072; and the Super Phenix, a 1200 MW prototype power plant now under construction and is scheduled for operation in 1983.

The expected next step will.be an order by the French utility, Electricite de France (EDF) for two or four pre-commercial power plants of 1500 MW each built on one site. This plant is in an advance stage of d9 sign although the final design will be made only after some operation of Super Phenix. Mr. Zaleski stated that it is logical at this stage to wait for the operation of Super Phenix before the final design is made.

The safety design bases for the Rapsodie ar.d Phenix plants are similar to the one used ire the U.S., e.g., EBR II, EFFBP., FFTF, and to some extent the CRER.

The safety design basis for Super Phenix was based on the Rapsodie and Phenix plants and takes into account the evolution of technology. The safety design basis for the "1500" LMFBR is currently under discussion and will take into account the one used for Super Phenix and the additional experience gained by seven years of operation of Phenx and by design,- construction, and associated testing of components of the Super Phenix. The Super Phenix safe'.y design criteria were frozen in 1974. Mr. Zalcski stated that the design criteria are g.

considered as, conservative because of limited experience at the time they were established.

Mr. Zaleski added that one should be able to design, build, and operate a very safe LMFBR-provided:

One follows strictly.the safety guidelines now un' der consideration in France.

2.

One takes full benefit of some of the inherent quality of LMFBRs., e.g.,

low pressure of coolant, large safety margin before boiling, potential for natural convection, and large themal inertial (at 1 cast for the pool design).

3.

One pays enough attention to some crucial aspects of design and construc-tion sech as the following:

Shutdown system should be redundant, diverse, and of high quality.

Primary sodium confinement should be of high quality, simple form, double envelope with' inservice inspection and leak detection.

Emergency decay heat removal system should be redundant and as diverse as possible.

Natural convection should be used as the ultimate means.

diverse, and as automatic as possible; utilization of a computer, if needed for automatic action initiation, should be used.

Dr. M. Carbon, in the open session, discussed the agenda items for the next meeting of th'e ACRS Advanced Reactors Subcommittee scheduled f9r April 21 & 22, 1981 at the Royal Court Inn in Des Plaines, IL.

This meeting, with DOE and its contractors, will be aimed at discussion of the Conceptual Design Study (CDS).
