Interim Report of 10CFR50.55(e) Item on Defective ITE Ci Breakers (#47) bM.

Dear Mr. Keppler:

On August 28, 1981, Detroit Edison's Mr. H.A. Walker, Supervisor-Construction Quality Assurance, telephcwd Mr. J. Smith of NRC-Region III, to report on a probim with defective ITE Circuit Breakers.

This item involves 1600 AMP ITE circuit breakers. In order to address IE -

Information Notice 80-31 which was written on Gould-Brown Boveri 600 AMP breakers Detroit Edison had impicmented the recmnended field test proccdure. This test procedure was used to test, not only the 600 AMP breakers covered in che info 1+

mation notice, but other ITE Gould breakers as well. In testing I7E, 1600 AMP, Type K-1600 S and K-DON 1600S breakers, failures occurred on two breakers similar to the failure described in the referenced information notice.

This was not considered to be reportable at the time of discovery, since the information notice indicates the problem would only occur with the breaker in the test position. Subsequent investigation determined that this failure would also occur with the breaker in the fully connected (operating) position. Inves-tigation of this problem will continue, and the NRC will be kept informed of additional developnents.

Another report on this itm, either interim or final, is scheduled to be sent to you on or before January 22, 1982. If you have questions concerning this matter, please contact Mr. H.A. Walker, Supervisor-Construction Quality Assur-ance.
