O SUPPORTING STATEMENT 1.

Justification The Standard Technical Specification (STS) issued with all new operating licensescrequires licensees to keep account of the number of transient occurrences of interest to assure the -

transient limi;s based on design assumptions are not exceeded.

Some early operating reactor plants' having detailed fatigue analysis performed on ASME Class 1 (reactor coolant system pressure boundary) components do not have technical specification l.

requirements to monitor the actual transient occurrences, which could significantly affect the fatigue life of the reactor coolant system.

To assure the safety marp5 and adequate perfomar;e of.those early plants, the Nucler Regulatory Commission (NRC) staff has f

determined that all licensees of plants for which fatigue analyses l

were performed will be req'ign life ~of all cla_ss,1 components has not_ _. _ _

Letters will be sent 1.o the licensees of those plants requesting submittal of proposed technical specification for monitoring of design basis transient fatigue limits of the reactor coolant system and retention of records of transients or operational cycles for the duration of the Unit Operating License nomally at least 40 years. The availability of records is essential for the perfomance of

- verificat. ion to assure that the transient limits are not exceeded.

The informatico requested in the letters can only be provided by the intended licensees as the operating transient records,.which are needed to derive the remaining allowable transient cycles..are I

not available elsewhere.

Description of Information Co_1_lection (1) The request for infomation (proposed technical specification) will be in the fom of a letter addressed to licensees of forty-six (46) operating. reactors. The forwarded letters will also include a model technical specification in the attachment.

The information requested will be reviewed for its accuracy and completeness with respect to the FSAR and other relevent documents. Finally, a technical specification will be issued to amend the operating license after completion of the Safety Evaluation Report (SER).

In the event that the infomation provided by the licensees is considered not accurste or adequat.e, request for additional information will be issued on ai case-by-case basis.

(2) and (3) This is not a survey. Therefore, there is no survey olan or survey design.

u (4) Franklin Research Center (FRC) is a contractor assigned to technically assist NRC in reviewing the infonna' tion provided l

by the affected licensees. The Technical Evaluation Report (TER) completed by FRC will be forwarded to the respondent as an attachment in NRC's -Safety Evaluation Report.(SER).

No confidential or proprietary information will be collected i

in the letters.

Tabulation and Publication Plans The infonnation collected will not be tabulated for the purpose of p,

publication..The.internation provided by each respondent will be i.

reviewed for its' accuracy and adequacy with respect to the FSAR i-F and other relevent documents. After' completion of the Safety Evaluation Report (SER), a technical specification will be issued c

. to amend the operating, license, when appropriate.

Time Schedule for Infonnation Collection and Publication The infonnation requested will not be tabulated for the punose of publication. Each addressee is requested to provide the requested infonnation within eight (8) weeks after receipt of the letter.

If no additional infonnation is requested, each Safety Evaluation Report is scheduled to be completed from six to twelve weeks after receipt of the infonnation depending on the staff's work load.

The technical specification is expected to be issued within four weeks after completion of the SER.

Estimation of Respondent Reporting Burden Buad on NRC experience with requests of this nature, the reporting burden on each respondent is estimated to be 20 man-hours. The above estimation is based on the availa' 'lity of orderly records being kept on the operating transients.

The total one-time burden is estimated to be 920 hours0.0106 days <br />0.256 hours <br />0.00152 weeks <br />3.5006e-4 months <br />.

It is estimated that each ' facility will monitor its transient fatigue limits at least weekly. The estimated time for the inspec-

Estimate of Cost to Federal Government The estimated cost for technical assistance from FRC is approxi-mately $84,000. The NRC staff time is estimated to be-appmximately 1000 man-hours' on $40,000. The total estimated
