This is to inform the Commission that Notices of Violation were forwarded on September 22, 1081, to six licensees for the licensees' failure to inform the NRC prior to July 1,1981 of their inability to complete implementation of the prompt public notification system. This system was required to be operational by July 1,1981 in accordance with the revised emergency planning rule of 10CFR50.54(S)(2). This rule requires each nuclear power reactor licensee to demonstrate that administrative and physical means have been established for alerting and providing prompt instructions to the public within the plume exposure pathway of the Emergency Planning Zcne within about 15 minutes.
The Notices of Violation have been sent to:
Dairyland Power Cooperative--Lacrosse, Lacrosse, Wisconsin; Consumers Power Company--Palisades, South Haven, Michigan; Tennessee Valley Authority--Browns Ferry Nuclear Power Station, Units 1, 2, and 3, Decatur, Alabama; Wisconsin Public Service Corporation--Kewaunee, Green Bay, Wisconsin Iowa Electric Light and Power--Duane Arnold, Cedar Rapids, Icua; Jersey Central Power and Light Company--0yster Creek Nuclear Power Station, Toms River, New Jersey The remaining licensed power reactors notified the Commission prior to July of their inability to complete the prompt public notification system or completed their system installation before or shortly after the July 1,1981 deadline.
No news release is planned by the NRC Office of Public Affa. irs.
The licensees have 30 days from the date of the Notice in which to respond.
