Shift Staffing Criteria

Dear Sir:

In response to your letter, Reference (b), we expect to provide additional qualified personnel as replacements for the Shif t Technical Advisors as fire brigade leaders no later than July 1,1982.

Furthermore, in Reference (b), additional reference was made to the shif t s taffing requirements of NilREG-0654 for a total shif t complement of ten people exclusive of the plant security force. We wish to point out that our le tter submitted on April 10, 1981, (Reference (c)), described our plans to comply with the functional intent of the shif t staffing requirements of NUREG-0654.

It is our position that the staffing levels described in Reference (c) assure l

adequa te coverage for prompt emergency plan implementation and t'..at our 20 years of experience in nuclear operations forms a ;ustified basis for tnis position.
