AFFIDAVIT OF HARRY R000 My name is Harry Rood.

I am a Senior Project Manager in the Division of Licenisng, Office of Nuclear Reactor Regulation, U.S.

Nuclear Regulatory Ccamission, Washington, D.C.

My professional qualifications are attacned as part of this affidavit. This affidavit is submitted to address the question of whether or no: SONGS 1 is interconnected to SONES 2 to the extent that an accident in one reactor could initiate an accident in the other.

General Design Criterion 5 of Appendix A to 10 C.F.R. Part 50 requires that structures, systems, and components important to safety shall not be shared among nuclear power units unless it can be shown that such sharing will not significantly impair their er;11ty to perform their safety functions, including, in the event of an accident in one unit, an orderly shutdown and cooldown of the remaining units.

During the course of the NRC Staff review of SONGS 2 ond 3, each safety-related system was reviewed to assure that the General Design Criteria are met.

No violation of GDC 5 were found.

2-Further, the applicants have stated that the only systems -

connecting SONGE 1 with SONGS 2 are the fire water system and the electric ' power distribution system (the switchyard).

Neither of these systems is safety-related. The Staff review of the electrical switchyard is given in Section 8.3.1 of the SER, and of the fire The interconnections of protection systen in Section 9.5.1 of the SER.

both of these systems with SONGS 1 were reviewed and found to be acceptable, as is discussed in the SER.

On the bases given above, the Staff concludes that the reactors at San Onofre are independent to the extent that an accident in one reactor would not initiate an accident in another or impair the ability of safety-related systems, structures and components to perfonn their safety functions, including, in the event of an accident in one unit, an orderly shutdown and cooldown of the remaining units.

Nuclear engineering work for Atomics International Division ofPerformed Rockwell International, located in Canoga Park, California.

reactor physics, shielding, heat transfer, and economics analyses on a variety of reactors and proposed reactors.

1966-1973:

Supervised a Engineering Supervisor for Atomics International. unit of 10 to 15 en engineering.

Project Manager of the Nuclear Regulatory Commission in Bethesda, Maryland.

1973-Present:

f Managed and cooordinated the safety and environmental reviews of applications for construction permits and operating licenses conducted by the NRC Staff.
