As to our answers in response to Interrogatories 3(b)-(d), Regulatory Guide 1.47, " Bypassed and Inoperable Status Indication for Nuclear Power Plant Safety Systems" delineates IIRC guidance with respect to providing indications of a bypassed or disabled condition of a safety system.

Section C, Regulatory Position, of this Regulatory Guide recommends automatic indication at the system level of the bypass or deliberately induced inoperability of the protection system and the systems actuated or controlled by the protection system under certain limited, specified conditions. These limited, speci#ied conditions are delineated in the Regulatory Guide.

The protection systen encompasses those electric and mechanical devices and circuitry which actuate reactor trip and that in the event of a serious accident, actuate engineered safeguards such as containment isolation, core spray, safety injection, pressure reduction, and air cleaning.

Bypassed and inoperable status indication is primarily recommended for systems which may be required in the first minutes following an accident dnd which, therefore, must be initated automatically. Guidelines do not require automatic bypassed and inoperable status indication for systems such as those required for safe shutdown where there is sufficient time for the operator to manually place systems in service.

It should also be noted that the guidelines of Regulatory Guide 1.47 are f.ot mandatory but, rather, are one acceptable method for implementing

. tne requirements of Section A.13 of IEEE Standard 279-1971 " Criteria for Protection Systems for fiuclear Power Generating Stations" and Criterion XIV of Appendix B to 10 C.F.R. Part 50.

The approach taken was to improve the design of specific instruments and controls following the accident at THI-2 by delineating design criteria for these instruments and controls rather than to change the safety classification of th instruments and controls. This is explained in b) below.

Conditions during and following an Accident"; and liUREG-0737, "Clari-fication of TM1 Action Plan Requirements".

Regulatory Guide 1.97, Revision 2 lists the minimum number of variables for whicn control room monitoring instrumentation is to be provided for use by operating personnel during and fol rowing an accident. Specific nesign criteria for the monitoring instrumentation is delineated.

Revision 2 of Replatory Guide 1.97 was prepared after the accident at THI-2 and contains instrumentation requirements i

based on lessons learned from the accident.

The approach was to delineate design criteria in Regulatory Guide 1.97 for instrumentation used in monitccing variables following an

. accident rather than to specify a safety classification for each instrument channel.. The design criteria are based on the specific purpose of providing information on a particular variable as well as on the importance of the information on a variable during the post-accident sequence.

NUREG-0737 gives specific additional design guidance for the following instrumentation and control systems:

Item II.K.3.22 - Reactor Core Isolation Cooling Switchover Following tne accident at Three Mile Island, Unit 2, the f4RC Staff developed an Action Plan !1UREG-0660 (TMI Action Plan) to provide a comprehensive and integrated plan to improve safety. at power reactors.

Specific items from NUREG-0660 were approved by the Commission for implementation at reactors.

NUREG-0737 compromises a single document which delineates the design criteria for each item to be implemented.

Design criteria are delineated for each item rather than specifying a safety classification.
