Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating Licence No. DPR-50 Docket No. 50-289 Inspection Report 50-289/81-07 In your letter forwarding the subject Inspection Report you requested that we notify your office within five days following receipt of the Report if there are any misunderstandic7s concerning the organization and implement-ation of Unit 1 Radiological Controls program.
After a review of Section 5 of the Inspection Report which addresses those issues, I thought it may be helpful to provide some comments.
In Section 5d of the Report, the assignment of responsibilities to the Manager and Deputy Manager Radiological Controls Is discussed.
In the second paragraph on Page 38, the following sentence is included.
"The program implementation and day to day program operation responsibilities, however, were assigned to the Deputy Radiological Controls Manager " I have some concern that that sentence may be subject to varying interpre-tations, depending upon the context in which it is read.
I do not have a problem with that statement if the NRC staff understands it to be con-sistent with the responsibilities of the Deputy Manager Radiological Controls as set forth in TMI Unit-1 Radiological Controls Procedure 1600, Department Organization Plan Revision 2, and the Deputy Manager's Position Description Revision 1, dated May 1, 1981, copies of which were supplied to the Inspector.
