Dear Mr. Kay:

SUBJECT:

REVIEW OF REPORT (YAEC-1263) " SEISMIC RESPONSE SPECTRA FOR

{

THE YANKEE NUCLEAR POWER STATION" (SEP TOPIC II-4.A AND II-4.C)

Our consultants have reviewed your report referenced above and have recommended that the NRC find the site specific spectra you proposed for the seismic analysis of your fac11 tty unacceptable (Enclosures 1 and 2). They have also concluded that the staff spectra transmitted to you in our letter of August 4,1980 and confirmed by our letter of June 17, 1981 is an acceptable ground motion to be used for seis-mic reevaluation. It is our position that the staff spectrum previ-ously provided to you is the appropriate level at which to perform the effluation of your facility, subject to the inclusion of the ef-fects of any local soil amplification.

Sincerely, Dennis M. Crutchfield, Chief Operating Reactors Branch No. 5 "t
