Testing and Audit Personnel (Generic Letter 81-01) in accordance with your letter of May 4, 1981 regarding the above subject, Jersey Central Power & Light Company, owner and operator of the Oyster Creek Nuclear Generating Station, Provisional Operating License No. DPR-16, submits the following information.
The present position of Jersey Central Power & Light Company with respect to Regulatory Guide 1.146 is to commit to this Regulatory Guide, as written, et.*ective July 16, 1981.
The position on Regulatory Guide 1.58 Is to commit to this Regulatory Guide with the fc,llowing clarifications, ef f ective July 16, 1981.

The guidance of Regulatory Guide 1.58 shall be followed as it pertains to the qualif ications of pe >onnel who verif y conformance of work activities to quality requirements, fhe qualifications of piant operating personnei concerned with day-to-day operation, maintenance, and certain technical services shalI conform to Regulctory Guide 1.8.

Not all personnei who:
Review and approve inspection and testing procedures, a.
b.
Evaluate the adequacy of activities t acce,mplish the inspection and test objectives, c.
Evaluate the adequacy of spec'fic programs used to train and test inspection and test personnel, d.
Certify Level lli individuals in specific categories or classes, wiII be certifled as meeting the LeveI III capabiiIty requirements of ANSI N45.2.6-1978.
Rather, these personnel will be deterinined by management, through evaluation of their education, experience, and training, to be fully qualified and competent to perform these functions. The basis for the daterminatfor. will be documented.

., Level lit inspectors will be utilized in full compilance with Reg. Guide 1.58.
Additional review and approval may be performed by supervisory personnel determined by management to be fully quallf red and coroetent as speci f ied in clarification 2 above.
The positions are currently being implemented and will be formally documented in the new Quality Assurance Plan.
The new QA Plan is presently being developed and is scheduled to be completed oy February,1982, if you have any further questions regarding this subject, please advise Nr.
