The purpose was to dis "ss various matters relatir.g to the ACRS review of La Salle 182 for an operating license.

A. Bournia (NRC/NRR) summarized the status of the NRC review of La Salle.

Nine open items and six TMI-related issues remain. A list of these is attached.

It was noted that the Staff does not provide explicit guidance to the Applicant as to what items should be on the quality assurance ("QA") list.

The Staff has indicated for la Salle that installation of core themocouples will be required in accordance with Regulatory Guide 1.97.

The Staff, however, has not yet provided guidance on what is acceptable.

An audit by the Applicant of cab.e separation was perfomed on ten percent of the cable. Only one problem was found'out of 700 cables inspected.

PLANT AND SITE DESCRIPTION R. Holyoak and B. Shelton (Cc'i Ed) presented a plant description. The plant is lecst.ec' in a low population region. The site is 2500 acres with a 2000 acre g9g63810616 1U44 j

La Sallo 182 April 3-4, 1981 cooling lake, which includes an 83-acre ultimate heat sink. The plant is the first BWR-5 to operate in the U.S.; is rated at 32!3 MWt; has a Mark II containment; and has four 345 Kv lines on two rights-of-way.

ORGANIZATION R. Holyoak (Com Ed) summarized the organization. A corporate Nuclear Safety Department has been fonned. The plant technical staff consists of 33 individ-ual s.

Maintenance personnel are required to pass qualification testing.

Requalification is not required.

PLANT SCHEDULE C. Reed (Com Ed) indicated that preoperational testing on Unit 1 is 80% complete and will be completed by mid-August.

Fuel loading is scheduled to occur in September 1981.

Startup testing requires six to nine months.

There are 62 operator candidates in training including 36 SR0s and 26 R0s.

OPERATOR TRAINING R. Holyoak summarized operator training.

A GE simulator is utilized. La Salle will have its own simulator by 1983. The directives by INPO and NRC that training include mitigation of core damage are met.

Procedures are t aganized to respond to symptoms.

Rather than using Shift Technical Advisors, Sm. ion Control Room Engineers which are SR0s, will be snployed.

Dr. Kerr inquired as to whether Canmonwealth Edison has any criteria for opera-tors that are more stringent than the NRC's requirements.

He also asked whether reviews of licensed operators are performed to ensure that adequate standards of j

La Salle 182 April 3-4, 1981 l s performance,are maintained. Commonwealth indicated that their training program eliminates candidates that they feel are not qualified to pass the NRC tests.

HYDROGEN CONTROL B. Shelton (Com Ed) indicated that La Salle containments will be inerted.

STATION ELECTRICAL POWER B. Shelton d'<scussed this subject. Each unit has three diesels, one of which is dedicated to High Pressure Core Injection.

In addition, there is one swing diesel for the two units. Commonwealth Edison has performed calculations that supposedly show that the probability of loss of AC power for a period exceeding l

two hours is 10-0 per year. Dr. Kerr requested a copy of this analysis.

The operators have been trained and emergency procedures have been developed to cope with loss of AC power. The Staff has rmt yet reviewed this work.

EMERGENCY SUPPORT FACILITIES L. Del George indicated that the requirements of NUREG-0696 will be met by 1 October 1982. An emergency operations facility will be constructed 10-20 miles from the site. Dr. Catton inquired whether the emergency operations facilities will include closed circuit TV of the control room. Such a system is not currently planned.

SEISMOLOGY L. Del George indicated that the SSE for the plants is 0.2g acceleration. The July 27, 1980 Kentucky earthquake has been considered. Zimmer, which has a l

simila-SSE to La Salle, has analyzed this earthquake.

If the 1980 Kentuchy i

earthquake had occurre ' at the Zimmer site, the SSE value would not have been exceeded.

ATWS CONSIDERATIONS L. Del George indicated that the boron injection system has a capacity of 86 gpm. Dr. Kerr inquired as to how soon shutdown could be achieved using the boron injection system in the event of an ATWS. The answer was not known.

The Alternate Rod injection scheme was calculated by Commonwealth Edison as

to reduce the probability of ATWS by a factor of 100 whereas the Staff calcu-lated a factor of 5.

EMERGENCY PLANNING L. Del George summarized this subject. La Salle would utilize data from their meteorological tower and a computer model to calculate the nature of the plume.

In addition, teams would be deployed to make field measurements.

An exercise of the emergency plan has been held. FEMA has yet to submit their l

report of the event.

CAPACITY OF ONSITE OF SPENT FUEL STORAGE AND LOW-LEVEL WASTE B. Sheltori indicated that there are 1080 storage slots for spent fuel assem-blies, which is about 1 /3 cores.

If high-capacity racks were installed, the storage capacity would triple.

There is storage capacity for six months of low-level waste. Commonwealth Edison is increasing the use of volume' reduction techniques. The state of Illinois is considering opening a low-level waste burial site.

SAFETY IMPLICATIONS OF CONTROL SYSTEMS L. Del George indicated that an analysis of control systems has been performed to confirm that failure of control systems to operate would not compromise safety syster3. The analysis did not include adverse failures of control systems. Dr. Kerr noted that operations and safety cannot be separated but rather are intertwined, and that increased attention to control systems would result in a more reliable and a safer plant.
