Emergency Diesel Generator System - Inoperable Diesel Fuel Transfer Pump.

This report was initiated by Incident Report 81-265.

COUaITION PRIOR TO OCCURRENCE:

On, July 20, 1981, while performing surveillance procedure SP (0) 4.8.1.1.2 on the 2D diesel generator, the operator discover?d that the No. 21 diesel fuel transfer pump would not automatically start while in regular mode in response to the 2B diesel day tank low level.

The No. 22 diesel fuel transfer pump which was ia backup mode, was placed in regular mode and used to maintain the level in the day tanks.

Since by technical specif_ cation definition an inoperable fuel transfer pump is equivalent to an inoperable diesel, action statement 3.8.1.1.a which was already in effect was continued at 1800 hours0.0208 days <br />0.5 hours <br />0.00298 weeks <br />6.849e-4 months <br /> for the inoperable transfer pump.

This occurrence constituted operating in a degraded mode in accordance with technical specification 6.9.1.9.b.

DESIGLATION OF APPARENT CAUSE OF OCCURRENCE :

Equipment malfunction.

The llFTR relay which starts the No. 21 fuel transfer pump was sticking.

ANALYSIS OF OCCURRENCE:

With either an offsiste circuit or diesel generaior inoperable demonstrate the operability of the remaining A.C.

The 11FTR relay was cleaned and the pump tested satisfactorily.
