Federal, State and local government agency and public comments on the Draft Environmental Statement Related to the Operation of Enrico Fermi Atomic Power Plant, Unit 2 As specified in the Council on Environmental Quality regulations, we have requested Federal, State and local government agencies and interested members of the general public to comment on the Draft Environmental State-ment for Fermi 2.
The comments that were received in response to this request as of the end of the!cepeat period, June 30, 1981, were transmitted by our letter dated July 16, i:s81. Additional comments from the City of Monroe that were received July 28, 1981 are enclosed.
Please review these, comments and submit any responses that you deem appropriate r.ct later than August 24, 1981.

Dear Mr. Snyder:
The City of Monroe has received and reviewed the above project as sub-mitted by the U.S. Nuclear Regulatory Commi ssion. There are two concerns that the City has about the draft E.I.S. and requests that they be addressed in the final E.I.S.
1.
The City, in its pursuit to provide public safety to its residents, expects that Detroit Edison will provide and maintain the monitoring devices on the City's drinking water system as they did when Atomic Power Plant Fermi I was in operation.
In addition, the City requests that a monitoring device to detect radicactivity be placed at the point of water intake, located one mile off-shore, two miles southeast of the Fermi 11 power plant, or that a discharge pipe be l
constructed as a modification to the water treatment system.
Current plans would have a radioactivity monitoring device monitoring I
water after it has been drawn one mile up the intake pipe. There is a dcsign problem with that location.
If the water did become radioactively contaminated, the present water plant design does not have the capability to reverse the flow of water. Thi s would result in the City shutting down the water system without a method to discharge the radioactive water trapped in the water intake pipe.
Detroit Edison officials have been in contact with the City of Monroe's water supervisor to have a solution worked out for this' problem.
So far, the City is unaware of anything that has been done to eliminate that problem.

The City of Monroe is also concerned about the transportation of radioactive materials through the City.
In the draf t E.I.S., prima ry concern is with possible accidents occuring on site with only a brief statement that the transportation dose "is 5.311 and is not considered significant in compari son with the natural-background dose." This statenent obviously does not take into consideration the possibility of an accident enroute to the site. Although the City is aware that a license to transport radioactive materials to the Power Plant will be issued only af ter review with concerned governmental bodies, the City finds it appropriate to include impacts of transpor-tation accidents in the final E.I.S., and what routes are proposed.
Thank you for allowing us this opportunity to respond to this Draft E.I.S.
on the Fermi II Atomic Power Flant as it is an important concern to the City of Monroe.
