In accordance with your application dated July 17, 1981, and pursuant to Title 10, code of Federal Regulations, Part 70, Materials License No. SE-1852 is hereby amended to authorize storage of new fuel assemblies in the fuel handling building prior to the installation of fire detection and alann systems and to add the date of July 17, 1981 to the list of documents referenced in Item 9 of SNM-1852.
In addition, Condition 15 is added to read as folbs:
15.
" Fuel assemblies may be stored in the fuel handling building prior to the installation of fire detection and alarm devices provided that a continuous fire watch is established. The fire watch shall be maintai ed until all fire detection and alann devices, described in i.Lc July 25, 1978 application, have been placed in operation. The fire detection and alarm devices shall be operational prior to fuel loading."
All other conditions of this license shall remain the saac.
This license condition,was discussed with, and agreed to by Mr. Derrick Mercurio, representing Southern California Edison Company and San Diego Gas and Electric Company, and George Bidinger of rqy staff.

Backgmund h
l The SM licenses currently authorize the receipt, possession and storage of fresh fuel elements. The fuel will be stored in their shipping con-tainers, in new fuel storage racks, and in the spent fuel storage, racks.
The purpose of the amendment is to delete the requirement for fire de-tection and alam devices in the fuel handling building.

The fire detection and alarm devices have not been installed, but fresh l
fuel is scheduled to be shipped by August 13, 1981 and to be received l
by August 17, 1301.

Discussion The NRR Standard.Lisew Plan requires fire detection and alam devices.
The NRR reviewer for fire safety woulsi accept a continuous fire watch until the fire detection and alann devices are installed and placed in operation. The following condition would resolbe this issue:
- 15. Fuel assemblies may be stored in the fuel haddling building prior to the.dntta11ation of fire detection and alarm devices provided that a continuous fire watch is established. The fire watch shall be main-tained untti all fire detection and alam devices, described in the July 1978 application (docketed by NRC on July 31, 1978), have been placed in operation.
The fire detection and alarm devices shall be opera-tional prior to fuel loading,.
The NRR Pmject Manager, Mr. Harry Rood, and the Region V inspector, Mr.
Tolbert Young, have stated that they have no objection to this amendment.

Conclusion and Recomendation Fresh fuel may be safely stored in the fuel handling building provided that a continuous fire watch is established and maintained until fire detection and alarm devices are installed and placed in operation. Approval of the application is recomended, provided that the above condition is added to the license.
