EVALUATION OF REQUEST FOR EXTENSION OF PROVISIONAL CONSTRUCTION PEPJIIT NO. CPPR-99 LA SALLE COUNTY STATION, UNIT 110. 1 DOCKET NO. 50-373 Introduction A construction permit was issued to the Commonwealth Edison Company (applicant) on September 10, 1973, authorizing construction of La Salle County Station, Unit No.1, in Brookfield Township, La Salle County, Illinois. Construction Permit CPPR-99, as amended, specified June 30, 1981 as the latest date for completion of construction for Unit 1.
Tne applicant's request for construction permit extension is contained in the letter of flay 20, 1981.
Discussion The applicant's letter of flay 20, 1981, stated tnat the delay in the completion of construction of the La Salle County Station, Unit No.1 is due to the following factors:
1.
Design verification of piping support as required by NRC Office cf Inspection and Enforcement Bulletin 79-14 entitled, " Seismic Analyses for As-Built Safety-Related Piping Systems."
2.
Accor.nodation of additional NRC criteria related to preopt. rational testing in nucerous areas including vibration monitoring, leak rate testing and electric system load verification.
3.
Potential construction schedule delays resulting from unforeseen equipment delivery difficulties which could affect critical path preoperational testing.
4.
Uncertainty attributable to potential expansion of NRC requirefaents beyond that presently identifed in the La Salle County Satation Safety Evaluation Report, NUREG-0519 dated liarch 1981. Augnentation of regulatory guidance in many areas could potentially affect construction completion. This is substantiated by recent experience on operating licenses issued since March 1978 where acknowledged delays were reported by the NRC on license applications.

effort at tnit 1. dased on our evaluation of the causes for delay, we deteruined that the requested extension is for a reasonable period of tim. This extension will not allow any work to be performed involving new safety infor,iation of a type not considered by a previous Comission safety review of the plant and that 1s not already ailomd by the existing construction pemit. Therefore, we find that: (1) this action does not involve a significent hazards consideration, (2) prior pihlic notice of this action is not required (3) there is reasonable assurance that the health and safety of the public will not be endangered by the 1
extension of the construction co:ipletion date, and (1) good cause exists for issuance of an Order extending the completion date.
Conclusions l
i Accordingly, issuance of an Order extending the latest coupletion date for construction of La Salle County Station, Unit ib.1 is reasonable and should i
be authorized. The latest completion date for thit 1 should be extended to April 30,1932.
