Dear Mr. Keppler:
This letter serves as an Interim Rcport in accordance with 10CFR50.55(e) concerning the heavyweight concrete in the Biological Shield Walls of both Reactor Buildhsgs. This was first reported by R. Vondrasek of The Cleveland Electric Illuminating Company to L. McGregor of your of fice on July 15, 1981.
This report includes a description of the d _ fl< lency and the methods to be used to evaluate significance pursuant to IPCFR50.55(e).
Description of De.Iciency Lip'., chalky material, up to three inches (3") thick, was observed at the t o, constructior io!nts of '.he heavyweight bioshield concrete placemcats, for Reactor Bulloing 1 - elevation 654' and for Reactor Bu11dir.n 2-clevation 630'.
This material has a bulk specific gravity of approximately seventy-five (7s) pounds per cubic foot, cather than 195 puunds per cubic foot per the specified design requirement. Additionally, this material is soft enough to scratch wie the fingernail and contains no ferrous aggregate.
Due to inaccessibility, only three of twenty-four cells in Reactor Building 2 could be inspected for this material.
It could not be determined if this ma erial ever existed at the top construction joints of any of the previous heavyweigh; placements, or if it exists in the inaccessible cells.
Method Proposed for Evaluation A radiation scan of both Liologleal Shield Walls is being planned to assess i
the adequacy of shielding properties at the construction jo tnts.

The resul'.s of this scan will be evaluated by Gilbert Associates, Inc., the Architect / Engineer. Upon completion of this evaluation, a Report will be flied to describe the results el the evaluation and the planned corrective action. This report is scheduled to be submitted December 18, 1981.
Because the required evaluation will be extensive, we are providing the information presently available to remain in com; 11ance with the reporting requirements established by 10CFR50.55(e).
