This is in response to your letter dated February 23,1981, which /

transmitted a schedule for upgrading your fuel rod accountability D

I system.

l l

We have determined that the proposed schedule is acceptable; however.

l due to the fact that your existing fuel rod accountability system l

does not comply with 10 CFR 70.58(h), an exemption is necessary in order to approve it. The determination has been made that granting you such an exemption will not endanger the comon defense and securf ty and that it is otherwise in the public interest to do so.

Therefore, effective immediately, we are adding the following license condition to your License No. SNM-1107:

l Notwithstanding 10 CFR 70.58(h) which requires that current l

knowledge be provided of the identity, quantity, and location of all SNM contained in discrete items or containers., fuel the licensee may continue to use his existing system for I

rod accountability until the upgrade of this system is completed in accordance with the schedule attached to the letter dated February 23, 1981.

If it becomes app rent that your proposed schedule will not be met, t

l we should be notified promptly of the reasons for any delay and of f

the new schedule for bringing the fuel rod accountability system l

into compliance with 10 CFR 70.58(h).
