Dear Mr. O'Reilly:
My letter of July 10,.1981 notified you that all information for a 30-day reportable occurrence-(RO-369/81-99), which was originally to be submitted on that date, was not yet available and that the report would be submitted by August 10, 1981. This reportable occurrence concerned technical speci-fication 3.3.3.8, "The radioactive liquid effluent monitoring instrumenta-tion channels shown in table 3.3-12 shall be operable...", which was thought to have been violated on June 11, 1981. The completed investigation de-termined that the incident is not reportable as a reportable occur.ence because it involved the inoperability of EMF-44 (an offsite release monitor),
and since no offsite release was made, the plant was not considered to be i'opercting in a degraded mode" as specified in the reportability requirement (T.S.6.9.1.13(b)).
