meet these needs.
This nation's continued overdependence on foreign oil has caused major adverse economic impacts, and the situation in the iliddle East must be considered a constant threat to out national secur-ity.
Regulatory delays in the planning and licensing of needed energy

facilities are extremely costly to the consums., damaging to the enviromi,en,t, and result in continued importation of foreign oil.
Therefore, I support the immediate and expeditious licensing of San Onofre Units II and III trith all due and deliberate speed.
