Gentlemen:

This refers to the special safety inspection conducted by Mr. I. T. Yin of

this office on July 16-17, and 23-24, 1981, of activities at Midland Plant,

Uaits 1 and 2, authorized by NRC Construction Permits No. CPPR-81 and

No. CPPR-82.

During this inspection, our inspector reviewed the actions Consumers Power

Company agreed to undertake to upgrade all small bore piping and piping

support calculations that were in noncompliance with your procedural re-

quirements. This agreement was confirmed in our Immediate Action Letter

dated May 22, 1981.

In addition, our inspector looked into an allegation

made concerning field change procedures used at the site for small bore

piping and piping supports.

Based on this review, we are satisfied that the provisions in our letter

of May 22, 1981, have been satisfactorily addressed. However, the in-

spection showed that resident engineers' review and approval of field

initiated redline drawings were not in accordance with your Field Change

Request procedures.

As a result, certain changes in these drawings were

not receiving design reviews commensurate with those applied to the

original design.

These matters were discussed with you by telephone on July 21, 1981, and

with you and others (7 your staff in a meeting with Mr. A. B. Davis and

others of the Region III staff at the site on July 24, 1981. The findings

presented were acknowledged by you and led to submittal of your letter

dated July 27, 1981, which documents additional corrective actions you

are taking to assure control of the design and installation of small bore

piping and pipe supports. The procedures, referenced in the July 27

letter, which you submitted on August 3, 1981, are currently being

reviewed by the staff.

During this inspection, certain of your activities appeared to be in

noncompliance with NRC requirements, as'specified in enclosed Appendix A.

A written response, submitted under oath or affirmation, is required.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy

of this letter, the enclosures, and your response to this letter will be

placed in the NRC's Public Document Room.

If the enclosures contain any

information that you or your contractors believe to be exempt from dis-

closure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this

office by telephone within'seven (7) days from the date of this letter of

your intention to file a request for withholding; and (b) submit within

twenty-five (25) days from the date of this letter a written application

to this office to withhold such information. Section 2.790(b)(1) requires

that any such application must be accompanied by an affidavit executed by

.

the owner of the information which identifies the document or part scaght

'

to be withheld, and which contains a full statement of the reasons on the

basis which it is claimed that the information should be withheld from

public disclosure. This secLion further requires the statement to address

with specificity the considerations listed in 10 CFR 2.790(b)(4). The

information sought to be withheld shall be incorporated as far as possible

into a separate part of the affidavit.

If we do not hear from you in this

regard within the specified periods noted above, a copy of this letter,

the enclosures, and your response to this letter will be placed in the

Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
