Dear Tom:

In reviewing.the Pilgrim Station evacuation roadway network, it appears that the only items of note pending Battelle's running of the EVACCC nodel are relative to traffic control during an evacuation.

It would be especially important to control traf fic beyond the EPZ so that other traffic, e.g., on Route 3, did not add to evacuation traffic congestion.

Two notable points are Route 3 at Route 128 and Route 3 at the Sagamore Bridge.

Southbound Route 3 should be closed at 128 as no detour routes exist between that point and Plymouth. Similarly, the Sagamore Bridge northbound should be closed so that evacuating traffic is not impeded at the rotary just north of the bridge.

Cape Cod traffic could use the Bourne Bridge to Route 25.

Other traffic control may also be necessary in the area in order to effec-tively use available capacity, otherwise it is possible that Route 3 northbound' would be reedlessly overloaded.

In summary, there is a need for an effective traffic tranagement plan.

REQUEST TO EVALUATE PILGRIM II EVACUATION TIf1ES By a letter dated October 10, 1980 Boston Edison Company submitted Amendment 40 to the Pilgrim Station Unit 2 PSAR. Appendix 13A of this submittal (en-closed) contains an evacuation time estimate study prepared by Hf'd Associates, Inc.

You are requested to evaluate these time estimates and provide us with a memorandum containing the results of your evaluation [..The ovaluation should include the results of your evacuation model runs an a discussion of any major differerces relative to the licensee estimates, anfiany problem areas requiring further study.

Staff time may alto be required in support of hearings.

Please provide your comments by February 15, 1981.
