Dear Mr. Counsil:
The Interim Reliability Evalutio,; P fram (IREP) study of the Millstone Unit 1 plant was initiated on Septemve. E. 1980. During the fomative stages of this program, communication between Northeast Nuclear Energy Company and the Nuclear Regulatory Commission on this subject was main-tained through the staff of the Division of Licensing in the Office of Nuclear Reactor Regulation. However, to facilitate the flow of technical infonnation which the IREP research team will need to conduct its analysis.
we believe it is advantageous to establish a direct contact between the analysis team and the utility.
Of course, informal contact on a day-to-day basis will exist with those team members whom we anticipate will be assigned to the team by the Nuclear Energy Company. However, where fomal written documentation is necessary, the technical leader of the team for Millstone Unit 1, Abel Garcia of SAI, will contact Mr. Raymond Bagley of your staff directly. Similarly, Mr. Bagley should respond to lir. Garcia directly.
To ensure that all parties are aware of the infonnation being requested or transferred, copies of all communication between Northeast Nuclear Energy Company and the IREP team (without enclosures) should be provided to you, to the project managar in the Division of Licensing, and to the Division of Systems and Reliability Research in the Office of Nuclear Regulatory Research.
