Dear Mr. Desrosiers:
This is to confirm the conversation between you and Tom McKenna of the Emergency Preparedness Licensing Branch on July 1, 1981.
The population data used in the evaluation of the. evacuation time estimates for Pilgrim II Nuclear Power Station have been revised by the licensee. The new population data is contained in the Pilgrim II, PSAR Amendment 40. A copy of this was provided to you by Mr. McKenna.
Please revise your evaluation using the CLEAR Code and the updated population figures.
In addition, thc. evacuation time estimates for the projected population for the year 2020 are also needed. Population trends have been studies at the NRC and the projected population for the year 2020 may be found using the Pilgrim II, PSAR Amendment 40 population estimate for 1980 multiplied by the following factors:
Permanent Population 3.2 Seasonal Residents 2.4 Transients 2.9 The Pilgrim II hearings are scheduled for September.
It is imminent that Thomas Urbanik II will be requested to testify at these hearings..In preparation, he should be requested to review the ERT Report "An Evacuation Analysis for the Pilgrim Site" and the testimony of Phillip.B. Herr pre-sented to the Atomic Safety Licensing Board.. These were given to Mr. Urbanik by Mr McKenna when Mr. Urbanik visited. headquarters on June 29 and 30, 1sdl. Also please make all CLEAR evacuation time estimates available to Mr. Urbanik before August 7, 1981.
Mr. McKenna has also requested that you not. consider Item 1.b.(4).of our June 26, 1981 letter concerning voluntary evacuation beyond the 10 mile EPZ for Seabrook.
