Emergency Public Notification System Implementation - Request For Extension

Dear Sir:

Reference (b) specifies the design objectives for an emergency public notification system within the plume exposure EPZ and requires that such a system be implemented by July 1,1981. The purpose of this letter is to outline to you the status of the work on this system and to indicate that its installation and operational completion will bc delayed beyond July 1,1981, thereby necessitating our request for extension beyond this date. The bases for this request are provided below.

Background

Last January, NRC and tLe FEMA-Region I staff were provided a copy of the l

system review status and potential upgrade recommendations in Peference (d).

In Reference (d), we enclosed the results of an extensive investigation of l

existing and proposed public notification equipment which we initiated in May of 1980 (six months prior to the effective date of the.:mergency plan rule l

change). In March, we submitted an upgraded emergency plan by Reference (c).

Section 11.2 of that plan, Public Notification, outlines the existing emergency public notification process and indicates that these systems are being reviewed for eventual upgrading to meet the NRC regulations regarding prompt notification of the public. In Reference (c), we also requested an expeditious review by your staff to provide comments which would allow us to proceed with some measure of confidence for ultimate acceptance of the proposed public notification systems. We did not receive a response from your staff, but the FEMA-Region I staff did respond in Reference (e), indicating conditional approval of the proposed system.

On the basis of this indicati.n from FEMA and our discussions with both local and state officials we proceeded to implement the Yankee prompt public notification system.

Implementation Approach On the basis of detailed discussions between Yankee, state representatives, and officials from each of the communities within the plume exposure EP2, we have proceeded to arrange for the purchase and installation of the various equipment. components of the public notification system.

We, as the licensee, have assume.d the lead role in this effort and are responsible for the purchase and installation of the equi: cent. We are in close contar.t with the local community officials on all aspects of the system and are currently involved in the process of formalizing the public notification system responsibilities by detailed letters of agreement between Yankee Atomic and each of the plume exposure EPZ communities. The letters of agreement have been submitted to nearly every community and we are now engaged in follow-up discussions to consumate these agreements.

Implementation Status The National Weather Service NOAA Weather Radio Network will be the primary alert mechanism used for this system. Where terrain and population density considerations permit, fixed outdoor sirens will be used. For each town, the mix of equipment to be used will be specified in the letter of agreement with that town.

Essentially all equipment necessary to implement the prompt public notification system has already been ordered. The 3,500 NOAA weather radios required have been received and delivery of the outdoor sirens is anticipated during July and August 1981. Signed agreements with each community will allow us to proceed with the final step -- equipment installation. We anticipate local community agreements will be signed within 30 to 60 days.

Conclusion:==

This very involved process of upgrading the plume exposure EPZ emergency public notification capability to address the NRC design objective is well established and proceeding. As outlined above, the purchase of the nec-,ary equipment, its installation, and formal agreements with each local community covering its use and maintenance are all anticipated to be completed over the next two to three months. Based on this agreement schedule, this should allow for radio distribution and siren installation by late October,1981 with final system check out in November. In the interim, the emergency public notification methods that would be used in any emergency requiring notificailon would be the existing arrangements contained in state and local emergency plans as briefly summarized in Section 11.2 of Reference (c).
