SUBJECT:

IMPLEMENTATION OF LASALLE SECURITY PLAN This is to advise you of certain points of interest that surfaced during Mr. Robert F. Skeltor's licensing visit to the LaSalle facility during the period July 20-23, 1981.

During the visit it ~became apparent '.:iat Commonwealth Edison was making only slow progress in completing construction of their security system and in turn in accomplishing final testing of the system. This situation had previously been identified as an item of concern by the IE resident inspec-tor and by Region III personnel (James Creed). The fact that approximately 10% of security related construction is still incomplete and that no rea.listic schedule has been developed for the completion of construction, quality assurance testing, and implementation attests to the validity of these Concerns.

It was the opinion of both Mr. Skelton and IE personnel at the time of the visit that the licensee's proposed schedule for these activities was highly optimistic. These schedules projected partial completion of construction and system installation by September 15, 1981, with complete implementation of the system scheduled for November 1,1981 An exit meeting..u held by Mr. Skelton and IE representatives with the Site Superintendent, construc-tion personnel, qualf y assurance personnel, and corporate security managers-on June 22, 1981. The enclosure identifies all individuals present at this meeting. During this conference, licensee personnel assured the NRC representatives that they considered their schedule firm and workable and that the securitu system would be installed and implemented no later than November 1,1981. The licensee was infor;.ed that failure to meet the schedule would result in their being citable as of the OL issuance date (this is consistent with License Condition transmitted to your office on April 27,1981). It was noted that in the absence of approved changes to the security plan the institution of compensatory measures would not be acceptable.

These involved certain physical changes to the perimeter intrusion detection system and modifications to an equipment hatch related to vital area access controls.

The licensee agreed to take necessary corrective actions and no plan changes are aecessary.
