Dear Sir:
In response to your July 1,1981 letter, this is to inform you that the prompt notification system, as required by 10CFR50, Appendix E, Section II.D.3, has not been completed. The system, including forty sirens and five control centers, will be completed within the first week of August, 1981. The delay in the completion of the system has been due to a delay in the receipt of grants of easement and rights of entry from local governments and private parties. At the present time, that portion of the system installed on the Camp Pendleton Marine Corps Base which includes ten sirens and one control center has been completed.
Since San Onofre Unit 1 is not operating at this time and is expected to be shutdown beyond the first week of
- August,1981 and the occurrence of an event which would require the evacuation of the surrounding area is highly unlikely in the short period of time prior to completion of the system it is considered that special compensating measures are not necessary until the system is completed.
Also as requested by your July 1,1981 letter provided as an enclosure is a system description of the prompt noMfication system.
It includes a description of the system, its operations and its construction design criteria. Drawing 715672, indicating the siren locations and coverages, has also been provided.
