SUBJECT:
STAFFING FOR LASALLE NUCLEAR STATION The enclosed memoranda, Heishman to Jordan, dated June 23,1981, and Walker to Reimann, dated May 27, 1981, describe a situation which s
we believe warrants NRR action.
We recognize that the original SER evaluation of plant staffing was performed in 1978, and that it is not. feasible to continuously reevaluate all prior reviews.
The TMI Lessons Learned have, however, necessitated some retrofit action.
We believe that this matter falls within that envelope. We have reviewed the licensee's submission in Section L.7 of A..dment 54 to the LaSalle FSAR. We concur with Roger Walker, the resident ingector, that the submission does not adequately address the concerns ot' the joint NRR/IE inspection team as documented in IE Inspection Report LO-373/80-41 The inspection team used the " Draft Criteria for Utility Maiagement Structure and Technical Competence," which has since been imposed on licensees and' references ANSI /ANS 3.1 - 1979, as the acceptance criteria for its inspection.
Accordingly, we reconmend that you co.ifirm the NRC position that ANSI /ANS 3.1-1979 applies to LaSalle and secure from the licensee an FSAR commitment to ANSI /ANS 3.1 and a revision to Section L.7 which resolves the NRR/IE team concerns.
