APPLICABILITY OF ANSI /ANS 3.1 TO LaSALLE

IE's memorandum of July 15, 1981 to A. Schwencer (Enclosure 1) suggests that there is an NRC position requiring that LaSalle personnel conform with the 1979 Draft of ANSI /ANS 3.1, " Standard for Selection, Qualification and Training of Personnel for Nuclear Power Plants" on matters related to plant personnel qualifications.
It is not the position of the Division of Human Factors or to our knowledge-of the NRC that,any applicants or licensees, including LaSalle, be required at the present time to meet this Draft ANSI /ANS 3.1 Standard. The current staff position is that applicants and licensees are required to conform with ANSI fil8.1-1971 " Standard for Selection and Training of Nuclear Power Plant Personnel. "
ANSI /ANS 3.1 is a revision of ANSI N18.1-1971 that has not yet been endorsed by the fiRC. ANSI /ANS 3.1 is currently being revised but has not yet been issued. Regulatory Guide 1.8 is c:erently being revised to endorse this latest version of ANSI /AfiS 3.1.
When Regulatory Guide 1.8 is revised and issued it will specify an implementation schedule for existing licensees and applicants.
