Dear Mr. Engelken:

This letter is in response to the referenced report of an inspection conducted by a member of your staff on May 13-15, 18, 20 and June 4, 1981 of activities authorized under Licenses DPR-1, TR-1, R-33, and DR-10.

In that report, thre.e items of possible non-compliance were noted for an activity conducted under License TR-1.

The first item concerned the apparrnt lack of an evaluation to determine the feasibility of using process or other engineering controls to limit concen-trations of airborne radioactive material during the cleaning of a tank at the GETR. General Electric believes that such a review was made by Line Management and the Reactor Analyst.

It was decided not to wet the tank residue prior to removal because of regulatory constraints with the shipment'and disposal of the wet radioactive waste.

Unfortunately the job documentation did not explic-itly reflect this evaluation.

General Electric intends to modify the GETR oper-ating procedures to include a reminder to consider 10CFR20.103(b)(1) in all applicable job evaluations. These procedures will be modified by August 31, 1981.

The second item concerned the lack of air sampling before and during the tank cleaning. General Electric will modify GETR operating procedures to assure tlat air sampling is performed during operations of this type. A new Nuclear Safety procedure is also being generated which will address air sampling require-ments. These changes will be completed by August 31, 1981.

1 The third item concerned the training ot personnel for the use of respiratory protection.

For the case in point the two individuals had been trained in the use of the type of respiratory protection equipment (airline respirator) speci-fied for the job but not for the specific model of face piece used. General Electric will modify its procedures to clarify that employees must be trained for the specific model of respiratory protection equipment specified for a given job. These changes vill be completed by August 31, 1981.
