Subj ect: NRC Inspection This refers to the routine safety inspection conducted by Mr. P. R. Zurakowski of this office on June 29, 1981 of activities guthorized by NRC License No. 04-12377-01E and to the discussion of our findings held by-Mr.-Zurakowski with you and other members of your staff at the conclusion of-the inspection.
The inspection was an examination of the activities conducted under yo.r license as they relate to radiation safety and' to compliance with the Cormission's rules and regulations and the conditions of your license.
'1he inspection consisted of selective examinations of procedures and representative records, interviews with personnel-and observations by the inspector.,
During this inspection, it was found that one of your activities appeared to be in noncompliance with NRC requirements. The item and reference to the pertinent re-quirement are listed in Appendix A. This iteen has been categorised into a severity lavel as described in the Federal Register. Notice (45 FR 66754) dated Etober 7,1980.
We are concerned about the repetitive nature of the item of noncompliance observed during this inspection. In addition to the seed for oorrective action regarding the specific item of noncompliance included in Appendix A, we are concerned about the in-plementation of your management control system that allowed a repetitive item of non-compliance to recur. Consequently, in-your-reply you should describe in particular I
