This refers to the inspection conducted under the Resident Inspection Program

by Messrs. H. W. Dickerson and G. L. Plumlee III, of this office during the
period June 1-30, 1981, of activities authorized by HRC Operating Lics.nse
DPR-34 and to discussions of the findings with members of
ar staff at the
conclusion of the inspection.

Areas examined during the inspection and the findings are discussed in the

enclosed inspection report. Within these areas, the inspection consisted of

selective examinai. ion of procedures and representative records, interviews
'
with personnel, and observations by the inspectors.
,

During this inspection it was found that certain of your activities were not
conducted in full compliance with NRC requirements. Consequently, you are
required to respond to this matter, in writing, in accordance with the pro-
visions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10,
>
Code of Federal Regulations. Your response should be based on the specifics
contained in the Notice of Violation enclosed with this, letter.
In accordance with 10 CFR 2.790 of the Comuission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC's
Public Document Room.
If this report contains any information that you
believe to be exempt frun disclosure under 10 CFR 9.5(a)(4), It is necessary
that you (a) notify this office by telephone within 10 cyc f ran the date of
'
this letter of your intention to file a request for withholding; and (b) sub-
mit within 25 days from the date of this letter a written application to this
office to withhold such infonnation.
If your receipt of this letter has been
delayed such that less than seven days are availabb for your review, please
notify this office promptly so that a new due date may be established.
Consistent with Section 2.790(b)(1), any such application must be accompaniec ' g o/
