APPENDIX A NOTICE OF VIOLATION Georgia Power Company Docket Nos. 50-366, 50-321 Hatch 1 and 1 License Nos. NPF-5 & DPR-57 As a result of the inspection conducted on March 28 - April 20,1981 and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980),

the following violations were identified.

A.

Technical Specification 4.8.1.1.3 requires that each diesel generator battery shall be demonstrated operable by verifying once per 92 days that the electrolyte level of each connected cell is between the minimum and maximum level indication marks.

Contrary to the above, the electrolyte level of cell No. 30 for 2A Diesel Generator was found on April 7,1981, overfilled in excess of the maximum level mark and had been in this condition for an indeterminate period of time. The licensee had no record of when the cell was overfilled.

This violation is applied to Unit 2 only.

This is a Severity Level 5 Violation (Supplement 1.E).

B.

Technical Specification 6.8.1 requires that written procedures shall be established, implemented, and maintained covering the applicable procedures recommended in Appendix A of Regulatory Guide 1.33. Appendix A states, in part, that procedures should be provided which assure emergency battery operability.

Plant procedures HNP-1/2-3751M and HNP-1/2-3E2 require periodic surveillance of 125/250 Volt Station Service, 125 Volt Diesel Generator,125 Volt Vital AC, and 24/48 Volt Batteries.

Contrary to the requirements in the procedures above, battery surveillance was not effectively implemented as required based on inspecticas conducted on April 8 and 10,1980.

HNP-1-3752, Battery Individual Cell Surveillance (Monthly) requires in step F.3.a. that electrolyte water level be maintained between the marks on the jar.

Diesel Generator IC operability was in question when battery cells

  1. 7 and #39 were found to be low.

2.

Station Service Battery 1A operability was in question when all 120 cells were found to be low.

Procedural compliance was questionable when it was found that 3 cells had no maximum or minimum marks.

2.

24/48 volt battery 2B operability was questionable when it was found to have an excessively high or low condition in 19 of 24 cells.

3.

24/80 volt battery 2A had 3 low cells.

After watering, an inspection on April 10, 1981, showed that 7 cells were overfilled.

This violation is appliable to Unit 1 and 2.

These examples constitute a Severity Level 5 Violation (Supplement 1.E.).

Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within twenty-five days of the date of this Notice, a written state-ment or explanation in reply, including: (1) admission er denial of the alleged violations; (2) the reasons for the violations if admitt ad; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
