Docket Nos. 50-277 PilILADELPl!IA ELECTRIC COMPANY  : 50-278 APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSES DPR-44 & DPR-56 Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Atomic Power Station Units No. 2 and 3, hereby requests that the Technical Specifications incorporated in Appendix A of the Operating Licenses be amended by revising a section as indicated by a vertical bar in the margin of attached page 5.

The changes to the Technical Specifications are being requested to correct several technical errors and to simplify the definition for Refuel Mode. The errors appear to be the result of an oversight in the original preparation and issuance of the Peach Bottom Operating Licenses.

The requirement that the Source Range Monitors indicate at least three counts per second before a control rod may be withdrawn has been deleted since this requirement does not only apply to the Refuel Mode and is still covered by a Limiting condition of Operation specified in section 3.3.B.4 of the Technical Specifications.

The statement in the definition that only one control rod may be withdrawn when "...the refueling crane is not over rhe reactor;..." has been deleted since with certain restrictions a control rod may be withdrawn while the refueling crane is over the reactor as specified in Section 7.6.3.h of the FSAR.

The statement in the definition that "...the main steam line isolation scram and main condenser low vacuum scram are bypassed if reactor pressure is below 1055 psig." is not unique t

to the refuel mode and has been deleted.

Pursuant to 10 CFR Section 170.22, Philadelphia Electric Company, for fee purposes, proposes that the Application for Amendment be considered a Class II Amendment for Unit 2 and a Class I Amendment for Unit 3, since the proposed changes are deemed to be administrative in nature.

The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do not involve an unreviewed safety question or a significant hazards consideration, and will not endanger the health and safety of the public.
