Subject : Response to I&E Inspection No. 81-03 i
Dear Sir:
i This letter is written in resporse to Reference (b) which indicates that
. one of our activities was not conducted in full compliance with Nuclear Regulatory requirements. This alleged item of noncompliance was noted as a result of a routine inspection of our facility.
Information is submitted as follows in answer to the alleged item of noncompliance contained in the enclosure to your letter.
Item:
As a result of the inspection conducted on February 2-27, 1981', and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980),
the following violation was identified:
Title 10, Code of Federal Regulations, Part 50, Section 50.59(b),-requires in part "The licensee shall maintain records of changes in the f acility... to the extent that such changes constitute changes in the facility as described in 'the safety analysis report These records shall include a written safety evaluation which provides the bases for the ~ determination that the change does not involve.an unreviewed safety question."

' Attention: Eldon J. Grunner, Chief Pagn 2 Contrary to the above, no written safety evaluations were available as of Februa ry 27, 1981, for: (1) temporary changes made to the facility as described in FSAR Figure 4.3-3 under Jumper and Lifted Lead Request No.
80-0058; and (2,' temporary changes made to the facility as described in F3AR Section 7.3 under Jumper and Lifted Lead Request No. 80-0044.

becmont Yankee taker exception to the findings identified above.
Lifted Lead / Installed Jumper Request 80-0058 was initiated on September 2,1980, to eliminate a ground on the power supply for annunciator A5 in Control Room Panel 9-4 which would permit the process computer to detect additional annunciator grounds Repairs were made during the refueling and - intenance outage, which commenced on September 26, 1980, after which the lifted lead / jumper was removed. Upon completion of this maintenance activity, the affected system was restored to its original configuration, was not unlike the description contained in the safety analysis report and therefore, no formal written ssfety evaluation was required.
Lif ted Lead / Installed Jumper Request 80-0044 was initiated on July 3,1980, to remove one of four high steam tunnel temperature switches from the Primary Containment Isolation System.
Maintenance activities associated with LL/IJ 80-0044, including recalibration of the high steam tunnel temperature switch, were completed on July 15, 1980, during a plant outage.
Similar to the situation described above for LL-IJ 80-0058 a formal written safety evaluation was not required because a system change did not remain following completion of the maintenance activity.
It should be clearly understood that Vermont Yankee Technical Specifications allow for up to two of four high steam tunnel temperature switches to be removed from the Primary Containment Isolation Instrumentation in each of two channels. A safety evaluation has been performed by the NRC which allows for the inoperability of these high steam tunnel temperature switches as well as for all other conditions allowed by the Technical Specifications.
