This refers to the QA program conducted by Mr. V. H. Hunter of this office on April 6-8,1981, of your facility at Oakland, California associated with the fabrication of diesel generators and to the discussions of our findings with Mr. C. S. Mathews and members of your itaff at the conclusion of the inspection.

This inspection was ns.de to confinn th.tt, in the areas inspected, your QA program is being effectively implemented.

The inspection effort is not designed to assure that unique quality requirements imposed by a customer are being achieved; nor to assure that a specific product, component, or service provided by you to your customers is of acceptable quality. As you know, the NRC requires cach of its licensees to assume full responsibility

for the quality of specific products, components, or services procured from others. You should, therefore, not conclude that the NRC's inspection l

exempts you from inspections by an HRC licensee or his agents, nor from taking effective corrective action in response to their findings.

Areas examined and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.

During the inspection it was found that the implementation of your 0A program failed to meet certain NRC requirements. The specific findings and references to the pertinent requirements are identified in the enclosures to this letter.

Please provide us within 30 days from the date of this letter a written

In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of this 1

letter and the enclosed inspection report will be placed in the NRC's Public Docment Room. Consistent with Section 2.790(b, any such application must be accompanied bi an affidavit exac;ted by the owner of the information which identifies the document ur part sought to be withheld, and which contains a full statement of the reasons on the basis which it is claimed that the information should be withheld from public disclosure. This section further requires the statement to address with specificity the considera-tions listed in 10 CFR 2.790(b)(4).
