SUMMARY

OF MEETING - JUNE 19, 1981 On Friday, June 19, 1981, representatives of the NRC staff met with representatives of the Oklahoma Corporation Commission, Touche Ross and Company and the Oklahoma Public Service Company of Oklahoma (PS0).

An attendance list is provided in Enclosure 1.

Mr. Flaherty of Touche Ross (TR) explained that his company had been retained by the Oklahoma Corporation Commission to perform an economic evaluation of the Black Fox nuclear project. This evaluation is being performed in con-nection with a rate increase requested by PS0 that is being reviewed by the Oklahoma Corporation Commission.

In connection with this evaluation, TR wished to discuss current Construction Permit licensing activities, NRC construction forecasting, comparisons of fossil and nuclear power plant costs, and the ability of utilities to finance nuclear plants.

The staff discussed the recent history and current status of the near term CP activity as outlined in Enclosure 2.

An estimated schedule for the licensing review of Black Fox was provided.nd is included in Enclosure 3.

It was pointed out that a key date in this estimated schedule is the time that the applicant submits his response to the staff's requirement' resulting from the Three Mile Island accident. The nature and procedures associated with a licensing hearing were described to the visitors by Ms. Brown.

Mr. Lovelace described NRC activities in connection with estimating construction schedules and completion dates for nuclear power plants.

He agreed to provide TR with copies of the accelerated, average and slow construction curves generated and used by NRC, and the basis for their generation.

Since the fossil-nuclear cost comparison and utility financing topics had not been identified prior to the meeting, cognizant individuals were not available to discuss these topics.

However, I agreed to provide the names and tel ; bne numbers of appropriate NRC staff to discuss these topics with them.

Sub-sequently, TR has had telephone conversations with J. Peterson of State umc. >
