ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 DOCKET NO. 50-261 LICENSE NO. DPR-23 3_0 DAY SPECIAL REPORT - FIRE BARRIER PENETRATION FIRE SEALS

Dear Mr. O'Reilly:

Carolina Power and Light Company (CP&L) submits the following thirty day Special Report pursuant to Technical Specification 6.9.3g and 3.14.7.2.

Cause l Fire Door No. 5, between the Auxiliary Feedwater (AW) Pump Room and the outdoor turbine building, was opened at 0800 on June 23, 1981 to provide additional means of relieving excessive heat from the AW Pur'p Room. The AW header stop valve (V2-16A) and check valve (AW-40) leahed slightly by their seats allowing hot water from the steam generator to leak back through the piping in the room. This backleakage combined with the hot summer ambient temperatures, and the lack of sufficient ventilation, caused the enclosed AW Pump Room to increase in temperature.

Compensatory Action Taken Prior to opening Fire Door No. 5, the fire detection system in the A W room was checked for operability, and a security watch was posted con-tinuously at the' door.

Plans For Restoring The Fire Barrier Penetration to Operable Status Maintenance to correct the backleakage problem in the AW system was performed during a recent outage; however, some backleakage still exists.

Final repairs of these valves is scheduled for the refueling outage currently scheduled for this fall.

'The fire detection system inside the AFW Pump Room continues to be checked for operabill yc once per shift. Fire Door No. 5 will remain open and a j security watch posted until such time the heat in the room from the combina-tion of system backleakage and the ambient summer heat subsides.

Schedule For Restoring The Fire Barrier Penetration to Operable Status i

! Maintenance on the valves is scheduled for the fall refueling outage which

will eliminate the source of heat. However, it's believed that ambient I conditions should permit closing this door sooner.
