Puget Sound Power & Light Company submits herewith Amendment No. 21 to its Preliminary Safety Analysis Report for the Skagit/Hanford Nuclear Project.

This amendment provides responses to NUREG-0718, Rev. 1, entitled " Licensing Requirements for Pending Applications for Construction Permits and Manufacturing License", dated June 1981. It is our understanding, from Mr. D. Eisenhut's Generic 9 Letter No. 81-26, that responding to NUREG-0718, Rev.1, will provide an acceptable basis fa meeting the requirements of the proposed amendment to 10 CFR 50, entitled

" Licensing Requirements for Pending Construction Permits and Manufacturing License Applications", dated July 10, 1981.

As indicated in Amendment 5 to the Application fa Construction Permits and Operating Licenses fx Skagit, the PSAR will be amended to reflect the relocation of the Project to a site on the Hanfad Reservation. The future PSAR relocation amendment will be filed by December 1981. Amendment 21 provides responses to NUREG-0718, Rev.1, and reflects the site relocation in certain responses. In ader to expeditiously respond to NUREG-0718, Rev. 1, it was not possible to submit the entire site relocation amendment at this time.

The changes are indicated by a dark vertical line in the margin, followed by a number in parens, indicating the amendment to which the change is applicable. Pages added by Amendment 21 carry the date of this amendment in the upper right hand corner.

Instructions for incorporating the material into the PSAR are provided.
