Dear Mr. Joncs:

The Connission has issued the enclosed Arendrent No. G 0 to Facility Operating License Ho. DPR-40 for the Fort Calhoun Station, linit Mo.1.

This amendment consists of changes to the Technical Specifications in response to your applications dated !! arch 13, 1978 and fiay 29, 1931.

The anendment makes editorial and adninistrative corrections, corrects typonraphical errors, revises organizational charts and associate.d titles, and nakes other miscellaneous changes, as shown in the enclosed strrury of changes.

He have rade a few ninor revisions to the applications as proposed; these have been discussed with and agreed to by your staff.

He have evaluated the potential for em;ironmental inpact of plant operation in accordance with the enclosed amendrent and have deter-mined that the anend-ent does not authorize a change in effluent types or total amounts nor an increase in pcuer level, and will not result in any significant environnental impact. Having made this deternination, we have further concluded that the arendnent involves an action which is insignificant from the standpoint of environmental inpact and pursuant to 10 CFR C51.S(d)(4) that an environnental 1mpact statenent or neoative declaration and envircn" ental inpact appraisal need not be prepared in connection with the issuance of this amendnent.

, Since the anendr.ent applies only to administrative matters as dis-cussed above, it does not involve significant new safety information of a type not considered by a previous Comission safety review of the f acili ty.

It does not involve a significant increase in the probability or consequences of an accident, does not involve a significant decrease in a safety rargin, and therefore does not involve a significant hazards consideration. We have also concluded that there is a reascnabic assurance that the health and safety of the public will not be endangered by this action.

A copy of the flotice of Issuance is also enclosed.
